The next fork in Damariscotta’s road comes up for a vote next Tuesday. Damariscotta’s proposed SmartCode is a watershed moment, both for the town and the citizens of Lincoln County who rely on Damariscotta for its services.
We would like to commend all parties who have contributed to the process to this point. Many people put in countless volunteer hours to bring this choice to the town. No matter what the voters decide next week, the outcome has the potential to determine a long-term course for the town, and therefore, the surrounding community.
If Damariscotta residents approve their new Form Based Codes system June 14, a major development is one step closer to reality for Damariscotta. Owing to the nature of its size and scope, Piper Village presents a significant change to the nature of the town.
In the event of a ‘no’ vote, it is possible the SmartCode could be revamped and brought back in some form.
The plan presents smaller minimum lot sizes, and the elimination of mandatory setbacks and site-specific parking requirements, standards new to Damariscotta, but ones that have a track record of reigning in sprawl.
By eliminating Damariscotta’s standard minimum acreage requirements and mandatory setbacks, the door is open for the kind of irrevocable growth spurt that will permanently change the community’s character, in this case, essentially overnight.
If this passes, the bottom line is more and denser development will be allowed in the town. In short order, there could be more people, more needs, more tax money and more related expenses.
If it’s rejected we may be no better off than we are now, but we also won’t be any worse.
If you don’t understand the new ordinance, or are uncomfortable with the dramatic change that could result, a ‘no’ vote is in order.
If you understand, and want to see the dramatic changes that will be allowed under the ordinance, vote ‘yes.’
Either way, we encourage Damariscotta voters to refer to their comprehensive plan and then read the proposed SmartCode ordinance in its entirety. Then be sure to vote at the Damariscotta Municipal Building on School Street, between 10 a.m. and 8 p.m. next Tuesday, June 14.
