SECTION 00 11 01 – NOTICE TO CONTRACTORS
RECEIPT OF BIDS
Sealed bid proposals for the Head Tide Dam Modification and Site Enhancement will be received by the Atlantic Salmon Federation via email submission to Cindy Patterson at cindy@asf.comcastbiz.net, with copy to mburke@interfluve.com.
Bids will be accepted at the above email address until 3:00 O’CLOCK P.M., Friday, January 18, 2019 after which they will not be received or accepted. A summary of all bids received will be provided to bidders upon request.
GENERAL DESCRIPTION OF WORK
In general, this project, located on the Sheepscot River at the Head Tide dam site, includes structure modification to enhance fish passage. The work includes, but is not limited to, the following:
1. Access development and erosion, sediment, pollution and water control.
2. Demolition of right abutment, gate structure and minor portion of the spillway section.
3. Selective ledge removal to enhance fish passage.
4. Installation of a new vertical stem wall and steel overlook structure.
5. Other site improvements including landscape restoration and stone masonry enhancements.
TYPE OF BID
Bid shall be on a unit price basis for respective bid items identified in the bid.
DOCUMENT EXAMINATION AND PROCUREMENT
The Contract Documents will be available beginning December 14 and may be examined at the following internet link:

Box 236, Damariscotta, ME 04543; or by contacting Mike Burke at mburke@interfluve.com. No partial sets of drawings or specifications will be issued. No refund for any Contract Documents will be made.
PREQUALIFICATION
Each bid must be accompanied by a list of at least three projects completed that demonstrate expertise in each of the following major areas of work: 1) dam modification, fish passage enhancement, and river restoration, and 2) public site landscape improvements including stone masonry. Each project shall include associated description, cost and reference including telephone number.
BID AND CONTRACT SECURITY
The successful bidder will be required to provide a performance bond and a payment bond, each in the amount of one hundred percent (100%) of the contract price payable to the Atlantic Salmon Federation.
PREBID CONFERENCE
A mandatory prebid conference will be held at the site Thursday, December 20, 2018 at 11:00 o’clock AM, as described in Section 00 21 13 – Instructions to Bidders. Bidders are required to attend.
COMPLETION DATES
In-water work shall be completed between July 15 and September 30, 2019. Project shall be substantially complete no later than November 15, 2019, with plant warranty period expiring October 1, 2020
OWNER’S RIGHT TO REJECT BIDS
Owner reserves the right to waive irregularities and to reject any or all bids. Atlantic Salmon Federation shall select a preferred contractor based on best value to the project.
