The Medomak Mobile Home Cooperative cordially invites bids for water and sewer system upgrades. Sealed bids will be received by the Owner at offices of Plymouth Engineering, Inc. at 30 Lower Detroit Road, Plymouth, Maine 04969 or mail at PO Box 46, Plymouth, Maine 04969 until 10:00 AM prevailing local time, on Wednesday, November 27, 2019. Sealed bids must include 3 copies of the bid documents.

CONSTRUCTION BID – DO NOT OPEN
The work generally consists of the following, which is not an all-inclusive list: Provision of replacement sewer collection system including connection to public system, 8 sanitary manholes, approximately 1,764 feet of 8” SDR 35 sewer main and approximately 2,182 feet of service pipe. Contractor shall replumb connections of services to the plumbing under each mobile home. Work also includes limited drainage ditch improvements and mobile home driveway improvements.
Bidders are encouraged to conduct visits to the site prior to the bid date. A pre-bid conference will be held at 10:00 AM, Wednesday, November 20, 2019 at the project site.
The Owner reserves the right to modify the final amount of work in order to stay within their funding authorization amount.
The Contract shall be in accordance with the provisions of all pertinent general public laws of the State of Maine in effect at the time of the execution of the Contract.
Plans and specifications are available for a $75 non-refundable fee, $100 if mailed (United States Postal Service first class) or $100 (Federal Express-Overnight) from: Plymouth Engineering, Inc., PO Box 46, Plymouth, Maine 04969 at telephone number (207) 257-2071. Contract Documents may be examined at the same address as they may be obtained.
The Contractor must comply with Davis-Bacon (DB) and Davis-Bacon Related Acts (DBRA). All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents. Any laborers and mechanics not listed in the wage determination shall be paid at least as much as the lowest wage rate for other similar trade classifications already contained in the wage determination published in the bidding documents.
The Contractor must comply with the Department of Labor Regulations relating to Copeland “Anti-Kickback Act (18 U.S.C. 874) as supplemented by 29 CFR part 3, Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330) as supplemented by 29 CFR part 5, and Occupational Safety and Health Standards (OSHA) (29 CFR part 1910).
The Contractor must comply with all applicable standards, orders, or requirements issued under section 306 of the Clean Air Act (42 U.S.C. 1857(h)), section 508 of the Clean Water Act (33 U.S.C. 1368), Safe Drinking Water Act, Executive Order 11738, and the Environmental Protection Agency regulations (40 CFR part 15).
The Contractor must comply with all permits, restrictions, and conditions issued for the project by Federal Cross-cutting Authorities.
This contract is expected to be funded in whole or in part by the Maine Community Development Block Grant Program (CDBG). Neither the State of Maine nor any of its departments, agencies, or employees is or will be a party to this contract. The word “agency” in the contract documents refers to all funding agencies.
All bidders must furnish the following:
1. A completed Bid Form.
2. A certified check or bank draft payable to the Owner or a satisfactory Bid Bond
executed by the Bidder and Surety Company equal to five percent (5%) of the Bid shall
be submitted with each bid. No bid may be withdrawn for at least 60 days after receipt of
bids unless released by the Owner.

After the contract is awarded and before work commences, the successful bidder must furnish:
1. Certificate of Insurance
2. Performance and Payment Bonds
The Owner will have sixty (60) calendar days within which to accept or reject any bid. The project substantial completion date is June 1, 2020, and the final completion date is June 15, 2020. Liquidated damages in the amount of $750.00 per day are contained in the Contract.
The Owner reserves the right to reject any and all bids, to waive any technical or legal deficiencies, and to accept any bid which is deemed to be in the best interest of Owner. If the contract is to be awarded, it will be awarded to the lowest responsive and responsible Bidder whose evaluation by Owner indicates to Owner that the award will be in the best interests of the project.
