RECEIPT OF BIDS
Sealed bid proposals for the Coopers Mills Dam Removal and Site Enhancement will be received by the Atlantic Salmon Federation via email submission to Cindy Patterson at cindy@asf.comcastbiz.net.
Bids will be accepted at the above email address until 3:00 O’CLOCK P.M., Wednesday, January 17, 2018 after which they will not be received or accepted. A summary of all bids received will be provided to bidders upon request.
GENERAL DESCRIPTION OF WORK
In general, this project, located on the Sheepscot River, includes structure removal to enhance fish passage and fire protection water supply dry hydrant system replacement. The work includes, but is not limited to, the following:
1. Access development and erosion, sediment, pollution and water control.
2. Demolition of dam spillway, fish ladder, abutments, portions of the former mill foundation, and other features.
3. Installation of a new fire protection water supply hydrant system.
4. Construction and installation of a new concrete and masonry overlook structure and other site improvements.
5. Site restoration.
TYPE OF BID
Bid shall be on a unit price basis for respective bid items identified in the bid.

The Contract Documents will be available beginning December 14 and may be examined at the following internet link:

No partial sets of drawings or specifications will be issued. No refund for any Contract Documents will be made.
PREQUALIFICATION
Each bid must be accompanied by a list of at least three projects completed that demonstrate expertise in each of the following major areas of work: 1) dam removal and river restoration, 2) dry hydrant and/or water piping system installation, and 3) public site landscape improvements including stone masonry. Each project shall include associated description, cost and reference including telephone number.
BID AND CONTRACT SECURITY
The successful bidder will be required to provide a performance bond in the amount of one hundred percent (100%) of the contract price payable to the Atlantic Salmon Federation.
PREBID CONFERENCE
A mandatory prebid conference will be held at the site Thursday, December 21, 2017 at 11:00 o’clock AM, as described in Section 00 21 13 – Instructions to Bidders. Bidders are required to attend.
COMPLETION DATES
In-water work shall be completed no later than September 30, 2018. Project shall be substantially complete no later than November 30, 2018, with planting and site restoration complete by May 1, 2019, and plant warranty period expiring October 1, 2020.
OWNER’S RIGHT TO REJECT BIDS
Owner reserves the right to waive irregularities and to reject any or all bids. Atlantic Salmon Federation shall select a preferred contractor based on best value to the project.
