The Board of Selectmen of the town of Bristol requests Statements of Qualifications from qualified engineering firms for professional engineering and related services associated with the rehabilitation and repair of the following historic bridges, each crossing the Pemaquid River in the village of Bristol Mills, within the Town of Bristol:
(1) Benner Road Stone Arch Bridge, MDOT bridge number 0619. An historic stone arch dating from the early 19th century, listed on the National Register of Historic Places. Selectmen are interested in solutions that preserve the integrity and visual appeal of the original stone arch, while transferring stress loads to new structural members concealed within the original façade.
(2) Redonnett Mill Road Bridge, MDOT bridge number 0632. Repair or replacement of the bridge’s deck which consists of steel beams set in concrete, while maintaining its historic stone abutments.
(3) Upper Round Pond Road, MDOT bridge number 1304. Replacement of a life-expired metal culvert with a new structure that allows improved fish passage and returns the aesthetics of the crossing closer to the original stone arch that was replaced by the culvert in 1984.
The engineering responsibilities may include but are not limited to option evaluation and budgeting, preliminary design, final design, environmental classification and permitting, and administration of bidding and construction.
Consultant selection will be based on:
1. Qualifications of the project manager and project team
2. Experience with similar projects, especially on historic structures
3. Availability to complete the engineering study within calendar year 2017
4. Ability to assure project consistency if changes in the staff of the engineering firm occur
5. Familiarity with the applicable regulations
6. References
A technical proposal including project understanding and project approach is not required at this time, and it will not be reviewed if submitted. The Town will rank firms based on qualifications and past experience only.
Upon receipt of the qualifications statements, the Town may further require a technical approach, interview firms, or waive the interview process and select a firm based on the qualifications received. The Town of Bristol expects to seek construction funding for one or more of the bridge projects covered by this engineering work in each of FY 2018 and 2019.
The top ranking firm will be invited to negotiate a scope of work and contract with the Town of Bristol. Should the Town and the Consultant not be able to reach an agreement, the Town will then negotiate with the second highest ranking firm. The Town reserves the right to discontinue the selection process at any time prior to the awarding of the contract. There will be no reimbursement to any candidate firm if the selection process is terminated.
