Robert David Tootell
Robert David Tootell, 87, of Andover, Conn. died on July 21. Born on March 24, 1930 in Providence, R.I., he was the son of Arthur and Marion Rathbun Tootell. Robert served in the U.S. Army, Indianhead Division, Korea, 1952-1953. On Aug. 6, 1956 he married Mary Ann Charbonneau, and they made their home in Andover, Conn.

Herbert F. Kerr, 78, died peacefully in Atlanta, Ga. on July 26.
Coastal Economist
Although the new White House administration has had a slow and inauspicious initiation, a few policy pursuits may develop. Some of these concern health care, education, tax reform, the environment, and immigration. Since economics has much to say about each of these topics, I thought it fruitful to address these through a series of columns over the next few months.
