REQUEST FOR PROPOSAL
Piling Replacement Specifications
I. GENERAL REQUIREMENTS
A. Background
• The Town of Boothbay Harbor is looking to replace 17 load bearing pilings and two 12″ x 12″ x 6′ caps at the Town owned Fish Pier property on Atlantic Avenue.
B. General Information
• All bids must be received by noon on May 22, 2015. The bids will be opened at 1 pm on May 22, 2015. The bid will be awarded by May 26, 2015.
• The Town is responsible for obtaining the necessary permits.
• All interested contractors are strongly encouraged to visit the site before entering a bid for this project.
• All work must be completed by July 31, 2015. Liquidated damages of $250 a day will be assessed to the contractor for every day after this date that the project is not completed.
• The Town of Boothbay Harbor reserves the right to reject any or all bids.
• The Town of Boothbay Harbor is an Equal Opportunity Employer.
• The Boothbay Harbor Public Works Director or his designee will be the on-site project manager and contact for this project.
• The Contractor is required to have a minimum of one million dollars ($1,000,000) of liability insurance having town named as additionally insured. Certificates need to be filed with the Finance Officer prior to commencing work.
• The successful Contractor shall warranty all materials and workmanship for a period of one (1) year from the date of final acceptance by the Town of Boothbay Harbor. During the warranty period, the Contractor shall replace any defective material or workmanship in a timely manner at his/her expense.
II. NON-DISCRIMINATION IN EMPLOYMENT Under requirements of 5 MRSA, Chapter 65, Section 787, the Contractor shall provide that during the performance of this Contract, the Contractor agrees as follows:
• The Contractor will not discriminate against any employee or applicant for employment because of race, color, religious creed, sex, national origin, ancestry, or age. Such action shall include, but not be limited to, the following: Employment, upgrading, demotions, transfers, recruitment, or recruitment advertising; layoffs, including apprenticeship.
• The Contractor will, in all solicitations or advertisements for employees placed by or on behalf of the Contractor, state that all qualified applicants will receive considerations for employment without regard to race, color, religious creed, sex, national origin, ancestry, or age.
• The Contractor will cause the foregoing provision to be inserted in all contracts for any work covered by this agreement so that such provisions will be binding upon each Subcontractor.
III. SCOPE OF WORK AND PROJECT SPECIFICATIONS
A. Piling Replacement The Contractor shall furnish all labor, equipment and materials necessary for completion of the project.
• Oak piles of equal size will be used to replace the 17 load bearing pilings to be removed. The 17 load bearing pilings will have a minimum 12″ butt and 8″ tip.
• 17 pressure treated 2.5 CCA lb/cf load bearing pilings (12″ butt and 8″ tip, overall length if driven to refusal approximately 20′) underneath the wharf will be sized as necessary for the job and as approved by the Boothbay Harbor Public Works Director. All locations of cutting piles or lumber shall be field treated as directed by the Public Works Director. Pilings shall be installed so that existing pile caps are fully bearing on the new piles.
• All pilings are to be driven to refusal or 10′, whichever is more. Pilings will attach to and match existing pile caps.
• Pilings will be secured with hot-dipped galvanized hardware. This includes minimum 1″ galvanized carriage bolts, nuts and double-plated washers to attach the pilings to the pile caps.
• Two 12″ x 12″ x 6′ caps shall be pressure treated CCA 2.5 lb/cf and shall be #1 or better, shall be replaced underneath the pier.
• All debris from this project, including the old pilings, will be removed and disposed of properly by the Contractor.
