The Newcastle Board of Selectmen approved plans to rebuild part of Academy Hill Rd. and Stonebridge Circle Monday night, setting the project on a course that could see construction completed in November.
The board asked Travis Noyes, the town’s consulting engineer, to write specifications for the project. Plans call for the project to be advertised next week.
Noyes estimated the costs for construction on Academy Hill at about $467,000 while the Stonebridge Circle project is estimated to cost $328,000.
Potential bidders will be able to estimate the Academy Hill job two ways. First will involve removing 18 inches of the current pavement and bedding and replacing it with 18 inches of gravel, or second, remove 18 inches of gravel and replace with a combination of gravel and reclaimed asphalt.
“We want to give the contractor a choice,” said Noyes.
A tentative schedule calls for the contract to be out to bid on Aug. 12, with construction slated to begin in September with a November completion date.
The board also accepted two loan bids from Damariscotta Bank and Trust to finance the road project and repairs on the town office.
The road finance package cost will involve a line of credit and a bond sale of $1.98 million, while the town office repairs loan package will cost $244,000. The bond counsel fees are included in the package.
Town administer Ron Grenier said the July 2 storms caused more than $91,000 in damages to town roads. Final repair figures could top $120,000. Part of the cost of repairs may be paid for by federal and state funds, he said.
Grenier said negotiations are progressing to put the tax maps on the town’s web site. This project could be complete next month, he said.
